Advice on the "Deal of the Century" I found

So up in the great white north we have the Canadian Craigslist called kijiji. And on that site I found this baby this morning. 1995 RARE Toyota 4 Runner DIESEL Hilux | used cars & trucks | London | Kijiji
He's asking $3500 CAD which is about $2300 USD for you guys. This seems like a DYNAMITE deal. But it also seems too good to be true. Look at the list of things hes done to it, automatic hubs, custom rad, roof basket, diesel swap, ome suspension. That is more than $3500 itself! I'm emailing him about more information and the VIN but I was also hoping you guys to check it out and let me know what you think. I'm a 3rd gen guy so I don't know as much about these trucks, so I'd like some tips on things to keep my eyes peeled for!

Looks good to me as an ad. Only seeing it in person what I say it's a good deal. It's rare I can say that for sure. And if it's not coming to the US you should be able to title it without an issue.

I see that now! Weird! On the app it says today, online it says December. Not sure what that means.

EDIT: 12-02 also means February 12 and it doesn't post a year so I'm assuming it's accurate to today!

Do you have any experience with this? How would an emissions test and a titling process work on a truck that's been engine swapped?
