is it necessary to get wheel alignment and/or wheel balance done? If so, how much does that usually cost?

I assume you did both yourself? Yes on both. A 4-point alignment should cost between $75 - 100. The balance should run around $8 - 10 per tire.

On top of that he quoted me $45 to install my new tires. Is this a good deal or should I go to Belle Tire?

That price seems good to me. I recently paid about $80 for fitting and balancing of 4 new tires, and alignments cost about that again.

Don't let anyone sell you a four wheel alignment, or four point alignment. The rear wheels do not need any adjustment and there is nothing that can be adjusted anyway. (Yes, the panhard bar could be corrected, but thats nothing to do with alignment)

im not sure where you bought the tires from but normally they include a lifetime free of balancing and rotating. As far as the alignment, around $120 i think at Just Tires.

That price sounds pretty good. Regarding the 4-point, 4-wheel, or whatever you want to call it alignment, it is true that there is little if any to do with alignment on the rear. The machine they put it on connects to all four wheels and I think about all they do is to make sure that the rear is lined up with the front. The actual suspension alignment takes place on the front though. I think they call it that to make the consumer think they are getting more for their money. It cost the same as what they call a front-end alignment where I go.
