OBVIOUSLY YOUR NOT JUST GOING TO TAP INTO ANY GREEN YOU WILL NEED A TEST LIGHT/VOLT METER TO DOUBLE CHECK WHEN WIRING ANYTHING.

I agree, there are a ton of very similar wire colors in toyota vehicles. Just saying to someone with a particular question "Green wire in driver kick" is incredibly vague, and was the reason for my reply. If you had said what you said after (noting the fact that it is a parking light wire and that a relay would be required so it would not turn on during ignition) in your first reply to the OP your response would have been clear and thorough.
To add to ROK's information. You can find a negative and a positive green wire in your vehicle for parking lights.
For negative in your 03'
Green wire in pin 8, in the top plug at BECU
(he Body ECU is part of the fuse box under the driver side dash. The three plugs on the right side edge of the fuse box are for the Body ECU)
For positive parking lights in your 03'
Green wire left of fuses, 16 pin plug
Like ROK said, make sure to test for this wire with a multimeter.
Bostonbeachbum here is a diagram of how you would hook up the said relay using the positive parking light wire, and assuming your strobe kit uses a positive relay turn on.
The +IGN wire is Black/Red in your ignition harness, this is what is going to activate the relay, and not allow the strobes to get turned on by the parking lights being turned on.
The +Strobe wire is the wire you would connect to your strobe kit to turn on the strobes when the parking lights are turned on (when ignition is off). I would not recommend connecting this to something that draws high amounts of current. I would only use it to activate the relays / send signal to the strobe controller (if you have one).
The Ground wire just needs to be connected to the chassis of the vehicle with a ring terminal, either a factory ground point, or attaching it to some bare metal with a self-tapping screw is your best place to get a good ground.
The +P/L wire is that green (+) parking light wire.
This way of wiring the relay will turn on the strobes whenever the parking lights are turned on when the ignition is off. (Yes even if you turn them on just sitting in the car without the car running / in ignition)
One thing to note, depending on what kind of strobe kit you have, you may need to use a negative trigger, or may need high-current capabilities, if you need that, you will need an additional relay.
Secondly, i added a diode to the diagram, so that the strobes would not turn on the parking lights (called back feeding).
