This was in another thread, but I think many people will miss it since the title states 2016 and the issue impacts all 5th gens (eventually).
The information is also a bit confusing, So I will attempt to boil it down a bit here and others can chime in and add clarification if I got something wrong.
My understanding is that all 5th gens 4Runners include a defective passenger side air bag manufactured by Takata with a phase-stabilized ammonium nitrate (PSAN) propellant that does not contain a desiccant.
A desiccant is a material that acts as a drying agent. Desiccants collect moisture present in their immediate environment, helping to limit moisture absorption by other nearby materials.
Without a desiccant, the inflators may degrade after prolonged exposure to high absolute humidity and fluctuating high temperatures. Degraded propellant can cause inflator rupture during airbag deployment. In the event of an inflator rupture, metal fragments could pass through the airbag cushion material, striking the vehicle occupants, and result in serious injury or death.
The inflator degradation does not affect the air bag deployment circuitry, so they should not trigger spontaneously, even after degradation. The issues is that once degraded and triggered... the inflator is basically over charged. A small bomb of sorts.

The recall for your truck is phased based on the age of the airbag and the zone you live in. All 5th gens will be recalled eventually (explained in the chart below). Right now it is just 2010-2011 in zone A. That will include 2012 next year..... and so on
Unfortunately, those in the gulf states + Cali with a 2010-2011 are already recalled, but there is no remedy available at this time. Not a great situation, but hard to say what the risk really is for your passenger. It would mostly depend on the environment your tuck lives in (garaged.....) Also, it is hard to say how cautious they are being in their projections.. I'm guessing they are being overly cautious, so I'm not too concerned myself.
I'm not sure about this, but I think Toyota is basing the recall trigger on where the vehicle has been registered over time.
