Neither, can some one recommend an affordable cb than can hook up to a cigarette lighter?

As I understand it, you almost always want to run either directly to the battery (still fused of course) to reduce interference and other potential problems with the vehicle's electrical system from the high powered radio equipment.
I went with the Cobra 75WXST 40 http://amzn.to/2zH3dii since it's mostly self contained so that I can move it between vehicles. Just adding an extra 'remote' box, and antenna for the other vehicles.

LOL - it's not that difficult tbh, hardest part would be figuring out your power connection, depending on your battery terminal / etc.
We could possibly even hook it all up for you on the spot provided you had all the parts (radio, cable, antenna, antenna mount). I've got tools/SWR meter, etc.
Handheld might work, but generally have a range of less than a mile, and can be even worse when used inside a tin can. Still might be enough for this though...

If you would be willing to lend a hand in doing that, I would be much obliged. I would rather, do that than have a sub par system. I just do not want to have to pay someone to hook it up. Turning a wrench is one thing, but when it comes to messing with electricity I get sketched out.....

Radio - Cobra 75WXST 40-Channel CB Radio
Antenna - 4ft Black Firefly
Antenna Spring - Firestik SS-3H Heavy Duty Stainless Steel Antenna Spring
Antenna Mount - Firestik SS-174 Stainless Steel Hood/Trunk Channel Mount
OR
Antenna Mount - FireStik SS-204A Adjustable stainless steel vertical door jamb mount
Antenna Cable - 18' RG-58A/U Coaxial Cable With Pl-259 Connectors (connecting remote box to antenna)
Given that the antenna mount will need to be bolted to the 4runner wherever you'd like best, along with running the antenna cable to it, it might be best for you to do that while near civilization / power, but all the electrical stuff we can do on site.
Again, the power connection to the battery would be best and connection depends on your battery lug/terminal setup. If you can grab a pic of that so we know what we're working with, that'd help. We've got time, so I wouldn't buy the parts just yet till we have the power planned out.
Oh, and feel free to hit me up via PM regarding it so we don't clutter up your meet-up thread.

I've seen a lifted black 4th gen with some nice wheels around my neighborhood, but I don't recollect seeing a t4r sticker on it. If you see 5th Gen Magnetic Gray Limited with a Satoshi grill, full rack and rock sliders, that would be me.
I'm good with meeting up in the AM, gives us plenty of time to enjoy the trail and head back home at a decent time.

I have the Midland which can be converted to a hand held, which is how I use it now. Been too lazy or intimidated, probably the latter, to actually hood it up to an antenna.

This is what I got, but I ran an XLR cable to hardwire directly to the battery and the antenna with 1 plug. Pretty happy with the results because it:
A) Means I don't have to use my cigarette lighter outlet
B) I don't have a dangling cable for my CB Antenna
C) Lets me swap between hardwired and handheld whenever I want
D) Very discrete
I can show you how I have it wired up on the 9th if you'd like.

Here are some more pics so you can get a little idea of what we look like, but again because it was just me and the wife there are no pics of the technical parts.
There is a pretty cool overlook about 2/3 of the way up the trail. It is a small foot path to a rock jutting off the edge that you can step out on to, which is why my daughter looks so concerned.
