It is with all bumpers as far as I know since IMO CBI is the second most beefy well known bumper behind Shrockworks. I think it's Shrockworks that sells a relocation kit. At one point I was gonna buy a small 1 Gal tank and put it in the engine bay but I decided the black paint hid it enough.

X2 on the black paint. It's exposed but I haven't had issues wheeling with it. If you go CBI make sure you get them to include the lower support brackets and hardware. The bumper bounces a lot with out them. They'll work with you on turn signal sizes and housing colors as well as the cut out shapes on the lower section. Nice guys to deal with for sure. Excellent metal fabrication quality.

I bought my bumpers right after they had decided that those lower brackets weren't necessary. I talked with Nathan quite a bit about it and decided that I would trust their call on that. I'm not sure that I've noticed any "bouncing" of the front bumper... can you describe what you mean and when you notice it?
And yes, they were great to work with and do some great work... most of the welding was like artwork!

Yes... the bottom of it hangs below the bumper, but like others have said, if you paint it black it hides it pretty well. It used to really bug me and I searched for a different dual-pump washer reservoir to use, but I don't even notice it anymore. I actually used Plasti-Dip for a little better coverage.

Without the lower brackets I was able to rock the bull bar back an forth. it would move 1/4-1/2" pulling an pushing on it. When riding down the road at night the fog light output would bounce on rough roads or gravel drives.
If you think about it. the plates that the bumper bolts to on the front of the frame are not fully welded on all the way around the joint. At least on my 03 they were just 1 inch welds one on top one on each side and one on the bottom. plus the frame extending out that the plate is welded to is very thin walled with an accordion design just behind the plate to allow the frame to crush upon impact. lots of flex there (for metal anyway). The lower brackets made it solid.
They told me that they had decided they were not necessary as well, I made them send me the brackets anyway. Had to source my on bolts though. I would have not known about them had I not see these bumpers mounted on other 4r's with those brackets. Even if they weren't completely necessary. why not add extra support?
