Anyone know what this bumper part is?

I found this black plastic piece under the driver side of my front bumper. I drive a 2005 Sport.

It was just sitting there, so I pulled it out.

Any ideas would be greatly appreciated!

It's a reinforcement bracket that mounts above the fog light. It just clips in there.
