Anyone know where to get this?

I recently came across a 2002 4runner for sale and the spare tire carrier caught my eye. I did my best to try and ID the brand if it had one, but after searching google and the forum I was unable to come up with any results. So now I ask can anyone ID this rear spare tire carrier. I did the obvious and asked the owner but he didn't give me much insight.

Was the license plate relocation attached to it as well (permanent / attached after install?)?

I can't remember exactly how it was installed. I'll swing by tomorrow to see if the truck still up for sale
and get some better info on the tire carrier and a few more pics.
