ARB Bumper Turn Signal Problems

I have an 04 runner with a new ARB bumper I installed. The turn signals only partially work. On each turn signal, there is two lamps, one small clear, and the larger portion is amber. The problem is only the clear portion works. I changed the bulbs, called arb and they sent me all new lamps, but I am still having the same problem.

Any ideas????

Have you double checked all the wiring and connections? The amber should be connected to the turn signal system and the clear part is for the parking/marker lights. (In rest of the world the front parkers are clear, but in North America they are amber for some stupid reason)
