Are 96-98, 99+ front bumper mounts different?

I just bought a "bolt on" tube bumper for my 99 4runner and the hole to mount it to the frame is about an inch to high. I'm wondering if this bumper was made for a 96-98 frame? The bolts on the side fit.

I don't want, nor would I know how to go about drilling into the frame.

If you mounted the first post (I'm assuming that is the one to the left of the pic), could you pull down on the post enough to thread the bolt in? Maybe its just tweaked a little? Other than that, I'd mount the two outside ones that fit, then mark the two that are off, get a sharp bit, and go to town making a couple new holes.

I tried that and it won't move at all. When I pull down on it, the ends start pushing up and scrapped up my fenders. I'm pretty sure I'm boned. The only thing I could think of was drill into the frame : (

I doubt adding one hole to the frame would have that much negative impact. For one of those bumpers, I'd make it work!
 
You guys think I could get a big ass self tapping screw and drill it into the end cap of the frame? Or is that too ghetto?
 
You could mark the hole, find a nut that works, drill slightly larger than the nut. Then weld the nut into the hole...or you could use a tap and dye set to make your own threaded hole.
 
Or you could sell it to me :)
It's good to know the mounts are different since my buddy is looking for a new bumper to his '99
 
I almost posted in the guys for sale thread to tell you they were different and to make sure the years matched. Sorry man, I should have said something but I thought you knew.

Not your fault man, I should have researched more. But on the plus side I got the bumper on with a little "persuasion!" So I am very happy.
 
I'm on the fence about that. I was thinking I should sell it but I keep thinking what if I need it down the road. Are you around the Fresno area?

Yeah pretty close actually, just around the corner in Tampa FL :) Shipping can be figured in though I would think.
