are metal shavings normal for new gears?

Purchased a used front diff with 5:29 gears and ARB locker, previous owner purchased and had it assembled at East Coast Gear Supply, now compared to my factory diff the backlash is MUCH more, id say twice the amount of play then the factory diff, is this normal?? shouldnt the backlash be just the same as the factory setup?
After noticing that the backlash is much more then my factory diff, i thought to check the drain plug for metal shavings and when i did i saw a lot of metal shavings, Pic below. Is this normal?? Person i bought it off said its most likely the gears breaking in.... i have a feeling its the gears breaking :s worried that it may get worse in the near future

It needs to be torn down and checked.

x2 looks normal for breaking in. actually looks really good for breaking in.
