If the part number varies by region, then I bet they're not really Toyota parts. Some of Toyota's regional distributors add aftermarket parts and even complete custom appearance packages. They do it the same way that all of the distributors add port-installed options, like including them on the window sticker, so it may appear as if they're Toyota parts.
