I bought 30 boxes of those Kleenex juniors on Amazon about 4 years ago. I still have some boxes left. They fit in my '08 and they fit in my '16. Different consoles, same size tissue holder.

Holy Snot! I just ordered 60 boxes of tissue! What an idiot.

I live in Los Angeles. I exercise my 4WD on the dirt road between Mulholland and the defunct Nike missile base, above Encino. One day I’ll have to invite you, my fellow Los Angeles based 4Runner owners up there. We can all exercise our 4WD and I’ll split 30 boxes among all who attend.

The round ones I mentioned fit in most cup holders, and fit in the lower door cup holders in the 4runner. They're made to fit in cup holders.
Kleenex "Perfect Fit".
They're a very snug fit in the lower door cup holders, not perfect. But don't rattle around at all, and are very handy if you have kids and don't want to have to dig in your console, plus then the kids can fill up the pocket beside the kleenex with trash, used tissues, and candy wrappers- charming! I had to remove about 9 used tissues to take this photo 'clean' so I wouldn't get ragged on.
