ball mount shackle moves inside 2" receiver

I know the subject line might indicate a porn thread. This is not.
I'm using a weight-distro and sway control trailer hitch.
I am not using my OEM trailer ball mount to tow. The shackle on my Yakima bike hitch and the Equalizer Weight Distribution system appear to be smaller than the 2" opening of the hitch. This creates some movement and the bike moves side to side. The ball mount that came with the truck does not move at all, but the non-Toyota products do.

It's an 04 V8. The Trailer weighs close to 5000lbs loaded, and I'd rather not have any movement while towing.

Any suggestions on eliminating the movement or is this just an inherent hitch glitch?

Some slop/play is common, but not necessarily right.
I've welded a couple of beads on each side of my ball mounts (the thing that goes into the receiver/hitch) to take up the slack.
It cuts down on the side-to-side clunking a bit.
 
:( I don't have the equip to weld.

I simply took a couple strips of metal (from the hardware store) and slipped on in on the side and one under the hitch. 1st I cut to length, 2nd I bent a 90deg 'lip' on one end then the other. This prevents the plates from slipping forward or aft out of the receiver.(The pin was pretty tight but I got it in.)
