Belts Replacements

Trying to replace Belts on my 1998 4Runner Ltd with 138K
1- Loosened all screws (Adjustment Screw all the way). Still Alt will not move until screw was out Any suggestion for putting back?
2- Loosened all screws Adjustment screw is almost out). Still Small Pulley will not move to allow removal of old A/C belt. Any suggestion?
3- Have not gotten to PS belt. Any preemptive cautions or tips?

You said 'all screws', but it sounds like you did not loosen the alternator mounting bolt--the long one that the alternator swings on or the one that holds the slider in the bracket slot. Both need done. Also sounds like you did not loosen the mounting bolt in the center of the A/C idler pulley.
