Black Sealant/Adhesive inside door panel..

Can anyone tell me what this crap is and where I can get it??? I need to replace the plastic that seals the water out and cant find anything that will bond with it. What is that stuff?? liqiud nails, goop,weather strip adhesive, None of this stuff works.

I used to call it monkey shit... We used to get it in strips, I was only able to find it in a tube

well, thats the only damn thing left I havent tried. what a pain in the ass. all this for a 5 cent piece of plastic. I guess if i didnt do it, i'd be even more pissed when the door panels start to warp
