I just got off the phone with Toytec. They recently changed the set-up from two to one adjustment ring. They said that they extensively tested the one ring set-up and found that there was no adjustment ring movement. They said that the change was partially due to occasional issues with the two rings binding together and becoming immovable over time.
Sounds reasonable. Mark the ring with a grease marker and watch to see if it moves. I've found that no matter how tight I crank the two rings on my Fox shocks - I can still put a wrench on one and they move together like a single piece. I don't think they will go anywhere with just one ring and the pitch of the threads.
