brake light fuse

hello, ya I'm new here. I'm hoping someone can help. The fuse for the rear lights keeps blowing out on my 1996 4runner. I've been checking for online solutions for a while now and nothings working. I have done all the basic testing, checking bulbs, loose or pinched wires. I have the towing setup and I did check that. I think it has to do with the license plate lights. Got pulled over awhile back because those were out. I replaced bulbs and all was good. One day I noticed they were out again. Long story short, they dont work even with new bulbs and now I blow the fuse for rear lights (and brake lights) everytime I turn headlights on. Brake lights work fine until headlights are turned or rear lights work with headlights on until I hit the brakes. I hope that makes sense. I have probably gone through 20 fuses and many license plate bulbs and still cant find the problem. I have also checked the interior switches, dash lights etc. that are on that fuse. Help!!!

Check all the connections and make sure they are correctly plugged in, clean and tight. Could be your prob right there. Sounds stupid and obvious, I know, but it's happened to me before on a previous car and I went through everything and ended up unplugging and plugging the connector back in a couple times and it solved it.
