Brakes 2003 4Runner

2003 4Runner, I am having a brake problem. The brakes work fine but there is no power boost to them. I have plenty of pedal and they stop the car fine everytime (so far). But they feel like manual brakes. There is no fluid leaking, I can hear what seems to be a booster motor turn on when I step on the brakes. The ABS all work, there are no lights popping up on the dashboard and no messages when I hook it up to a code reader. I have read a lot of the posts here, does this sound like the Vacuum Check Valve (or Brake Check Valve) because I can clearly here what I think is the booster motor start but none of the power is getting to the brakes (stuck valve?) Or is the booster shot?
How would you check to see which it is?

I would suggest a friend with a proper diagnostics computer check it out or dealership. No lights is interesting as well. If you haven't braked at highway speed to see if it pulls in any direction try that and go based on that. GL
 
Thanks TFJ 4runner. I have run the 4runner up to 70 or more and pushed the brakes hard a number of times, so hard that the ABS kicked in. So the brakes work and they stop the car without any pulling in either direction. I just do not have any power assist. The brakes function like manual brakes. I will do the process of elimination starting with a new Vacuum Valve and see if that is the problem.

Maybe the word garbage is a bit dramatic. Regardless of how long anybody has babied their "junk" brakes from the factory, they are still not worth putting back on when they need replaced especially when you do a cost comparison. Thats what my point was.
