Brakes are too sensitive

Just bought a 96 4x2 6cyl. with a brake problem. When the brake pedal is depressed I have to go easy on the pressure or else the front brakes seem to want to lock up. It just doesn't feel like there is an equal amount of braking going on between the front and back. I know I'll be taking it in for the repair but was wondering if anyone had a thought on this one.

Was the vehicle sitting in the rain or water? If so the water has soaked in the pads, and all you need to do is to drive it and use the brakes lightly untill the friction heat evaporates all the water.

Brakes are dry . This has been a consistant problem. I should add that the ABS kicks in alot easier than it should. Is it possible that the porportioning valve is defective.
