Brakes Issue! Help!

So I recently had the starter on my 2000 4Runner replaced due to issues with it "clicking" when turning the ignition. A local Goodyear shop did the job, but I had to bring it back because the problem wasn't fixed. They switched out the starter again, and now it starts just fine, but immediately when I started driving it, I noticed the following problems:

1. The steering was a little stiffer than before.
2. The brakes periodically become very stiff. I'll press the brake pedal and sometimes I have to put a lot of force on it to get it to depress and engage. This made my morning commute a whole lot more stressful.
3. The vehicle now has an intermittent low, rough idle.

Also, I previously had the idle control valve changed because the vehicle stopped idling one day. After getting it replaced though, the problem went away.

Does anyone know what's going on? Did the mechanic screw something up when switching out the starter the second time?

The stiff brake can be attributed to a failing brake booster or the check valve in the booster. Since you are in FL I'd start with the booster.

There could many issues related to the rough idle. Start with the right plugs and wires and a cleaning of the throttle body and go from there.
 
Could be a vac leak too. sometimes you can damage old brittle lines when you are in there. it could be one of the power steering idle up ports etc...

Check engine light or no?
