I love my ARB and everybody seems to love the Shockworks too so you can't go wrong. You can get an ARB right now from a bunch of different 4x shops for ~$700 or look for a used one (I found mine for $200). The lead time on a SW is ~6 months (or at least that has been the case in the past). Another option is an Outdoor Logic bumper which is what Pikeman just got. His was the prototype and now that they have all the jigs made, they are in production. Here's his thread:

I've seen it in person and it's just as nice or even nicer than an ARB or SW and it's priced well too IMO. Contact Pikeman for more details, I believe he is repping for them now.

I went with Addicted Offroad for the bumper and they also sold me the Smitty Built XRC8 winch, which is plenty of pull for a 4Runner. I love it. Take a look.

I love my new front bumper it is also 30lbs lighter then the SW. If you want a Plate bumper then you can't go wrong with the 2 you mentioned or the one I have now. IF you want a tube bumper then the Addicted Off-road one is really nice like Jon said.

ON Winches the rule of thumb is at least 1.5 times your vehicle weight and if possible 2 times its weight. My truck loaded with the armor and gear is 4800 lbs. so a 8k winch still works out. You would be fine with the Ramsey you already have or you can get another Winch.
