Busted a nut

Hey guys I need some help, I was taking off my tow hook in order to install a hidden hitch... Well I broke off both welded nuts inside the frame rail. I'm going to cut it off with the angle grinder tomorrow, does anyone have any ideas on how to install the hitch now? Can I get longer bolts and run them all the way through the frame rail to the top and put a nut up there?

I'm in the same situation where I had both sides break off. Welding seems to be the only option, however it would be nice to get the broken nuts out so they don't rattle around.
Wonder if removing the rear bumper opens up the frame rail? Anyone know that has done a bumper swap?
 
No real access to the frame beam, it's boxed in all the way around. Which bolts broke? Ones that hold the old one on? If it is on the beam that is the bumper beam you can go in through the back of it through some larger access slots.. But that is about it.
