buying advice

Hello all. I am brand new to this forum and no I didn't join because I have an issue with a 4runner. What I need help with is the possible purchase of one. I have found a 88-89 4runner that was last registered in 2011. It has the V6 and looks to be in below average condition. It has the typical flat tire or two and four feet of grass growing up around it. I would love to buy this thing but it needs to be the right price. I have owned 4runners in that past. What I want to offer is less than what it would bring at the scrap yard due to it being in this condition. Looks like about 280 dollars in scrap so I would like to give 100 bucks. Is this unreasonable? I am more than willing to offer more should the mechanical parts are in good working order ( very unlikely) but it could turn into another yard ornament as it is now. Any advice or suggestions? Thanks.

First check the frame for rust, these trucks are infamous for that.
It rusts from the inside out so you don't see it until it's really bad.
Anywhere the frame turns upwards from horizontal, above the rear axle, and where the fuel tank sits against the frame. Check the bottom and both sides of both rails.

Next is the engine, does it run?
 
It is yet to be determined. The owner lives out of state (I am in VA) And I have been dealing with her brother. She has the keys with her. I did notice quite a bit of oil all inside the drivers side front wheel well. And of the body I can see it looks decent. Tailgate looks very good. No rust along the bottom etc...
 
You should also be alert to the likleyhood that any numbers and types of critters have taken up residence. Aside from smell, said critters also chew the bejebus of of wiring.
