Emissions & Vacuum
I did change the oil before the test and drove it for about 45 min on the way to the test. I just tested the egr valve and it appears to be operating correctly, but I'm not so sure about the egr vsv. The vsv does get a signal to turn on/off but I can't feel any vacum from any of the hoses. Does anyone know what state the vsv should be in without the "on" signal to it? Should it be open, allowing vacuum to flow?
I also just noticed something interesting, even though I live in CA, this 4runner says it has federal emission standards and is not to be sold in CA!
Yes, the VSV hoses often get mis-routed, especially the three small tubes
just under the passenger side plenom, during a valve cover/plenom removal.
You would have foul smell and poor idle. Located low on pas fender on 3VZE.

The VSV are Blue is PAIR, RED (brown) is for Fuel Pressure up and Green is EGR.
The top of the VSV is from the vacuum source and the secondary goes to the item its running.
EGR vacuum comes from 2 vacuum lines to the modulator then from there to the top of the green VSV, From the bottom of the VSV (bleed off filter) goes to the main EGR valve.
EGR only turns on when a cruise or light throttle is happening.
PAIR, From manifold to a one way valve then to of the Blue VSV top, Out to the PAIR valve.
Only turns on during deceleration.
Fuel pressure up, From Manifold to the Red (brown) to the regulator.
Turns on during acceleration dropping vacuum to zero increasing fuel pressure.
Fuel pressure up can be bypassed if the VSV is bad.
You have to pay special attention to line routeing, the vacuum hoses ARE numbered for your convenience, take your time!
Remove the modulator top cap and clean out the carbon in the internal filter with CRC throttle body cleaner. (located next to EGR)
