Can anyone explain this???

I'm doing some troubleshooting because i cannot get my new motor to idle well at all. Looked in the FSM and i am confused what all the numbers mean in the squares? The FSM says "perform troubleshooting to the numbers in the order given in the table" But there are numbers that come up more than once? Kind of confusing.

Choose your symptom and start troubleshooting with the lowest number and work your way up.

thats what i thought but didnt make sense that the numbers jump around and dont start from 1 on some of them. Anyway, thx
