can anyone tell me what this is and why it is buzzing after i turn of T4R??

specifically where the red arrow is... there is a buzz about every 30 seconds after i turn off the T4R. not even sure what this part is... never have seen it on any of my jeeps in the past.
your help is appreciated!!
