Can't program chipped keys for 08

Hello everyone,

I have a 2008 Limited and I purchased these keys from eBay and got them cut but they will not program correctly.

I followed the Instructions found here:

When I pull out the master key after inserting 5 times then leaving it in, and opening/closing door 6 times and the light turns solid red, I put the new key in but it never stops blinking. I left the key in for over 2 or 3 minutes but it never programmed correctly. This process SHOULD stop blinking after 60 seconds, signifying the key has successfully paired.

I even tried erasing all old keys to no avail.

Here are the keys I purchased which say they are compatible:

2 New Replacement Chip Car Key with 4D-67 Transponder for Toyota TOY44D-PT | eBay

If you see something blatantly obvious such as this key isn't compatible or something like that, feel free to let me know. The model number appears to be the same as other listings that are for the 4th gen 4runner.

Assuming the chips are correct,..... I had another person read the instructions to me, as well as track the time required for each step with a stop watch.

The one thing I noticed about the 2 aftermarket keys is they don't have the "Dot" on the blade, I have always read to make sure any key blank has the "Dot" as your OEM master key does, not sure if that would apply to a aftermarket blank or not, also not sure if if the chip would be different if it doesn't have the "Dot".
 
I believe I had read only OEM keys have the dots and that it isn't necessarily required to have the dots. I could be wrong though!

What is weird is that during the what is supposed to be 60 seconds of programming and keeping the new keys in the ignition, I don't get single blinking lights. Instead it does 3 quick blinks followed by a pause, and then 3 blinks followed by a pause etc. It never stops blinking indicating it programmed successfully.

So when I turn the key over, the start just has a constant running engaging sound until I put the key back to the off position. For the original key, it of course just fires right up. Must be the immobilizer not accepting the new key

I think you can only program a certain number of keys, might need some of the programmed keys to be removed....not sure what the process there is, can be done with Techstream, I think
