Try Performance Products. Not from the factory. Toyota didn't offer a cargo cover for the 4Runner until the 3rd gen.
From what I recall the Performance Products one has hooks that you screw into the cargo area panels and the cover has loops that hook onto them. I'll take a look at one of their old catalogs that I have laying around and see if I can get more info for you.
