Hey guys, been having a bit of an issue with smogging my 99 4Runner and using the OBDLink app I've determined that all of my readiness monitors are complete except for my CAT monitor. Doing some research I've read that a car can still pass as long as more than 1 monitor is not completed, is this also true for California? The smog shop doesn't want to smog it but earlier today when I took it to a more expensive place ($99 to smog) they were willing to do it but I balked when they showed me the price.

Dude why do you always have to mess with people's post? He has a 1999 3rd gen 4Runner — he asked a question about his truck in the appropriate sub-forum. It doesn't matter that the answer may not be 3rd gen specific. There's no need for you move his post to the general area. Then again. There was no need for you to delete my post either and issue me "points".
You can give me more warning points too if you want though. I know it's your "thing".

Someone looking for the same info is more likely to find it in the General section, and California emissions rules are not generation specific.
I don't recall deleting anyone's posts unless they are rude or over the line and someone has complained about them. Maybe you insulted someone else and they complained about you, and it got deleted.
I don't think I've ever given anyone any points, but that could change.

How about the person asking the question? I think that should take priority over whether other people might come along later looking for info. If the OP doesn't get any good answers — there won't be any info for anyone else to find. OP is more likely to receive pertinent info regarding his truck if his post is in the appropriate sub-forum. Which it's not now...
As for you not remembering deleting my post and issuing me points — that doesn't surprise me. I'm sure you can't recall doing a lot things if you do a lot of it.
Also, I was a moderator myself and I can tell you from experience that a good moderator works quietly in the background to make the forum run smoothly. A good moderator instructs and guides those who need it — a not-so-good moderator swings the ban hammer without thought, issues points without warning and deletes post because they don't personally agree with them.
Nobody complained about me — so no need to muddy the waters here and imply that I'm up to no good.
I guess we will agree to disagree. Civily of course.

I don't want to derail this thread anymore. The OP came here looking for help and as of yet we haven't offered it.
To the OP — my apologies. This is not how this forum operates normally and I apologize for not dealing with the moderator privately. This is a great forum with great people.
Here's what I was able to find. Don't take it as gospel though as things may have changed.
Starting in 2015, any gas powered vehicle between 1996-1999 can have any ONE monitor incomplete. I see no mention of any exception to this as there is on 2000 and newer vehicles.

Thanks again to everyone for their help. I had to pay a fix it ticket for another car so had to drive quite a bit more on the 4Runner so kept expecting the CEL to pop back on as I think I've already reset it 4-5 times already. Thankfully it hadn't popped back on by the time I rolled it into the shop.
Unfortunately for future searchers I'm unable to verify if it'll pass without 1 readiness monitor being complete in CA as I checked it on my phone before smogging and it said everything was completed, car passed without issues to boot!
For anyone needing it, I'd also recommend getting the OBDLink app and Bluetooth dongle, it'll help you see the monitors
