There is a seller that has several surplus ChargeGuard power timers for sale on eBay for 6 dollars. New these are 50+.
These allow you to keep power on for several minutes (amount is selectable by a DIP switch). These work great for MP3/car computer systems where you trigger a shutdown when accessory power turns off but then the system is powered up long enough to shut down.
These are also used for APRS set ups in amateur radio installs so that the GPS can get a final lock and the system can send out a final beacon once you park.
These appear to be surplus from a police department. I believe they used them to power their computers and other equipment when they'd make a traffic stop but it allowed everything to be shut off after a time when parked for other reasons so the battery is not drained.
