eBay can only guarantee that shipping will be free. It is up to Customs and Excise if they choose to delay your package and add duty or HST. In my experience, small/cheap packages arrive with no extra charges, but larger packages often have additional fees from customs, and you have no choice but to pay them. On top of that, Canada Post adds another $5 as a service charge, for collecting the duty for the government!
If you refuse delivery, then you lose your package. (ie., cutting off your nose to spite your face!)
Hopefully, with DHL, the customs boys will not get involved, and your lightbar will arrive with no extra fees.
