Chrome Bumpers and Rust

What's a possible treatment or repair for the rusting I see going on inside the bumpers of my 2001 SR5 ?On the road,I often see the base metal in the bumpers of 4 Runners rusting right through the chrome plating.Any suggestions or is replacement inevitable?

If it's on the back then just sand/grind rust off and paint your choice of color....probably black to keep it simple

I drive a greasy little monkey, but I would simply buy some multi-purpose grease, and cover the entire inner part with it......worked for me! My 98 Stock bumper looked great until November when I smashed it going off-roading! I live in an area that uses road salt liberally, trust me on this!
