Cold start injector...

I have unplugged the wires to the cold start injector but it still puts out fuel with the engine on or off as long as the key is on. It does this when the motor is cold or warm. I am assuming the injector should be closed with the wires off and is probally stuck open. Am I right?

Yes, an injector should only flow fuel when a signal is applied.
