Cruise control/ break light

I have a 1990 runner. V6 3.0.
I did some research and found that my cruise control doesnt come on because my break light is on. I looked at the 2 possible things it could be but my light continues to stay on. I checked my break oil and that's good. I also heard that there is a button under the dash that the break bar pushes in but when it pushes it in, it dims the light but remains on.

Is there anything else I should check? Thanks.

reservoir sensor

There's a switch on the top of the brake fluid reservoir. If the fluid is low, the switch (probably) closes, brake light comes on, CC won't engage. It might be fixable if you take it apart; I just disconnected the switch and I check the reservoir frequently. For some reason it's an expensive part. Other than just being Toyota, I mean.
 
The switch mounted on the brake pedal assy lights your brake lights when pushed, and turns off the CC when you hit the pedal.
If that was the problem your brake lights would likely be on all the time.
The switch on the brake MC reservoir lights the dash BRAKE light when the fluid is low. That's the same light that lights when the e-brake is on.
I don't have a FSM handy right now but I don't think that connects to the CC ECM.
