I've been down the same road as you with my 2010 runner. Vehicle had bad vibration at 60 mph with brand new Toyo AT's and aftermarket wheels. had them balanced several times with no luck at all. finally called a custom wheel tire shop and got super lucky because the guy I talked to on the phone owns an 06 4runner and told me exactly how to fix it. Basically you need to have your tires road force balanced. but, just that won't fix it you need to make sure that the shop balances them to the best that they can. mine passed the road force balance machine's test as good balance but the shop was able to remove and reinstall my tires to different parts on the wheels an got an even better balance. This fixed the vibration. Basically 4runners and Tacoma's have very sensitive steering compared to say a Chevrolet. on most vehicles the tires don't have to be balanced so perfectly. I didn't believe the shop at all but took it in anyway and they weren't lieing...it fixed it.

Basically you need to have your tires road force balanced.

Have heard this has fixed many vibration-issues with T4R/Tacomas.
