Did the DLR disable and now the foglights and high beams don't work. Suggestions?

I did the DLR delete on my '01. I simply cut the black wire with yellow stripes and the DLR stopped working. Great! I thought it was that simple. Later, on the way back from work, I realized that the high beams did not work. When the headlights are off, I can pull back on the stalk and the low beams will come on but not the highs. When the headlights are on, only the lowbeams work. So that is an issue.

Second issue is the foglights. On the way back from work, it was raining. I turned on the foglights. They flickered for like 30 seconds then they turned off. Wonderful. I checked the fuses and they seems alright. Does anybody have suggestions on what to check next?

The simple snip method doesn't work on 01-02.
