Does anyone else's TRD skidplate have a bolt like this?

It seems like the flange was welded a little high. And for some reason, only the driver's side bolt has the flange. Is this normal? I have a 2017 TRD Pro, if that matters.

I was working under the hood today and dropped a clip onto the skid plate, so I removed it but had some trouble getting it back on. Can someone explain to me why there's that flange welded on one of the front bolts, but not the other? It everyone else's like that?
