just checked it today first time since i got the car.. pulled it the light came on and car did not slow down at all....
any ideas?

I use mine all the time but i use it when i park cause i dont trust the parking gear... That pin doesnt convince me it will hold the truck i know it will but just on the safe side i put it on.
Anyway. Your cable might be snapped somewhere? did you check the line?

i bet the previous owner left it on once and never took it off and then they relized it was on and blew the parking break..... all it needs it tightning, i am not sure how this is done in 4runners, but i did a classic mustang, and that was a bolt that need tightning under the car, but i bet the 4runner it like the volvo i also did...
long story short, (correct me if im wron fellow members) take the arm rest apart and pull the e-break up, and on the bracket should be a cable attaching to the e-break, and a bolt to loosen and tighten the cable, tighten the bolt and your worries should be gone!

Check the rear axle seals to make sure neither are leaking: it will appear 'wet' on the inside of the rear brake backing plates and/or inside of the rear wheels. If you see evidence of leakage, pull the rear tires and brake drums to confirm. Should be bone dry with some dust in there.
Check the parking brake cable, it runs along the rear axle. Have someone pull the parking brake lever and watch the cable to make sure it moves freely on both sides.
If those items look good, then you probably need to check the rear brake shoe wear, then adjust the rear shoes and then adjust the parking brake cable at the handle. Rear shoes can be adjusted with a screwdriver through the backing plate - probably best left to someone familiar with brake jobs as you can create more problems if done incorrectly. The cable is adjusted with a deepwell 10mm socket under the parking brake handle. Ideally you want 7-9 clicks and the brakes will hold the weight of the vehicle in neutral on a slight incline.
