When i bought my 2nd gen (3.0 v6) the previous owner said "Always keep this on."

How does keeping the ECT PWR engaged affect gas milage? and how does it affect the strain on the motor/tranny.

Should I always drive with it on as the P.O. said?

it controls the clutches shift points and the lock up T converter. It makes your motor rev higher so I would thing fuel economy goes down.

In Power mode the engine winds out more before shifts, so you get more acceleration and power, but mpg will suffer a bit. The normal mode is fine for most conditions, but Power will be better for towing or hauling heavy loads or steep inclines.
