Stuck CAPS

When My 'Runner is on, NOT started, I hear the electric valve sound at all times until I either remove the key from the ignition, or start it. Is this a problem? I know the electric valve makes sound, I'm just confused to whether or not it's normal for it to stay doing so while it's not started.
