Emergency brake part?

I have a pretty rusty 1996 4runner 4wd. I had to get it state inspected recently and everything passed except the parking brake would not hold the vehicle. SO, in spite of a parking brake being almost useless in the very flat part of texas I am from, I need to fix my parking brake. I did some inspecting and found the problem is in two moving parts that are on the rear drum on either side of the 4runner. They seem to be the part that should lock the wheel to keep it from moving when the brake is engaged, but they are rusted closed. Does anyone know what part I am talking about and what it is called? I have been nosing around on the internet and can't seem to find the part or any information on it. Any help would be appreciated!

It's probably the bellcranks(inside the rubber boots) on the back side of the drum and the pin they pivot on that are rusted up. There will be 2 springs on each side, take the bellcranks off and clean them up with a wire wheel, lube and put it all back together. The parts are not that expensive from the dealer so it might just be easier to get new parts, just be sure to lube them up.
