Emergency Brake - tightening Up

Does anyone know what is the procedure to make the emergency brakes more tight? On steep inclines, even when my emergency pedal is fully depressed, the truck does not seem to hold it's position securely.

I was told it is a pretty simple process of tightening up be removing the rear wheels.

Any suggestions?

Remove the rear wheels. On the drum/hub part of the rotor there's an access plug, remove the plug and position the hole at the 6 o'clock position. There's a star-wheel behind the drum. You will need a flat blade screwdriver to turn the wheel. I don't recall which direction tightens up the parking brake pads to the drum. I haven't need to do it on the 4Runner, but the Camry calls for adjusting it until it locks the drum/rotor and then back it off 7-9 clicks. I did about six because at 7 the parking brake has to be pulled pretty high.
