Engine Side Built-in Filter Seems Too Dusty/Dirty?

I change my engine air filter about once a year (no longer than every two years) with quality filter. When I replaced this week (it's been about 18 months) it looked pretty dusty/dirty, and the cloth-filter attached to the actual engine housing (pictured) seemed very dirty/dust as well...more than I've ever seen it, really.

Q1: is this normal? Q2: is this additional filter layer removable/replaceable?

That's what your air filter is for, to get dirty/dusty instead of the inside of your engine. If it's full of dirt/dust every 6 months, so be it. The other filter you mention is not replaceable it's part of the emissions system.

It was more of a question or seeking input rather than an actual problem or issue.

I think the "other filter mentioned" you are referring to is the one in pic in OP. It is apparently a secondary -- I guess back-up? -- engine air filter that I guess is not typically removed or replaced. I wouldn't consider it part of the emissions system, though, any more than I would the actual replaceable engine air filter.
