engine won't start and hood won't open

I just started my 2007 with no problem after it sat all day in the parking garage while i was at work, drove it around the building to load some boxes.
When I went to start it again, nothing, no lights no clicking engine sound, nothing.
None of the lights turn on, not even the dome lights.
When I tried to open my hood, that lever was flimsy and nothing happened. I can't even open my hood.
There is a strange metal wire hanging from where you would pop the hood??

Anyone have any ideas???

Grab the wire with vice grips, tightly, and pull the 'wire' toward you, away from the engine compartment. Don't pull the coated part of the wire, just the wire itself. You'll have to replace that cable. As far as nothing happening....check battery connections, try moving the cables back and forth that are attached to the battery, if they're loose, tighten them.
That's a good start.
