Equipment box for roof rack?

I use a Yakima MegaWarrior with a vertical stack of 3 Rotopax gas tanks in the front left (above and slightly behind driver), and an extra tire in the back (separated by a bar). I have space next to the gas tanks to put something like an equipment locker or box. Does anyone have any recommendations? I'd prefer it be removable to make it easier to store separately from the rack. I'd love to put tools, extra parts, etc. in it, but have it be lock-able. It's about a 2.5" square space to work with.

It pains me that I know this but The Container Store has some dry boxes that are not near as expensive as a pelican case. From what you have described, you may be able to use something similar to fill the cavity. Last time I was dragged there, I think I remember seeing them for around 40.00.

I've been using a couple Front Runner boxes and they work well. I'm thinking about picking up a used Pelican Rifle case to try as well.

I know this isn't the answer you want, but putting all that weight up that high is a very bad choice.
It will affect your trucks handling immensely making it an accident waiting to happen.
And if your ever in an accident, where do you think all that's going? And how much it will contribute to causing an accident?
