when i first got my 4runner, i had a 800 mile drive home. lights were so poorly adjusted that it was pretty much shooting 15 feet in front of me onto the ground.. factory doesn't always check headlight alignment
Should I assume it was brandy new?

You can rest assured that streetlight technology is driven by 2 factors, power consumption and overspill. Street lighting is now more uniform and lower. Enough, but just enough.
In my city the streetlights are being replaced by LED lights. They are way brighter, very white, and really illuminate the road for greater distances. And they do not spill any light into the yards or houses along the street. It’s a pretty dramatic cutoff. It’s better visibility for driving but when I walk around the neighborhood at night I have to wear a baseball cap to shade my eyes when walking under the lights.

Did you ever record or look at one thru your phone and see if they flicker?
I had to get rid of LED's in my house as the S.O. was getting headaches.
We finally narrowed things down and removed the LED's.

That’s a good article. Many years ago the decision was made here to keep the streetlights in a low level red/yellow spectrum to limit light pollution for nearby observatories. Now that concern has apparently gone away in favor of cost savings. I have to say that the older streetlights are way too dim and reddish. But these new LED lights are super bright and a challenge to get used to.
Now that cars are transitioning to LED you can understand the discomforts of drivers, used to seeing the yellow halogens of approaching traffic, now getting blasted with the brighter whiter light. Especially if cars are being delivered with unadjusted headlight aim.
In your home lighting issue, you could have been irritated by early generation bulbs with a too high color temperature or cheap bulbs that had a visible flicker. Newer bulbs are better and some have better CRI.
It definitely sounds like your headlights are aimed too high and need adjusted/lowered
