Explain Something I never understood: License Plates

So there is someone out there with less grass in their backyard than me... Awesome.

After living in Florida and Georgia for years, wasting money or countless miserable hours spent in the heat/humidity/rain/bugs to take care of the ground around my house, I say: F@*K grass, I hope I never see that $h!t again.
 
It's nearly impossible for any regular joe schmo to look up info off your license plate. Unless your law enforcement, I don't see how it can be done. Even for a fee you cannot obtain information.
 
Years ago I worked at a car dealership. At that time we were able to get a listing of all the license plates in the state and it would cross reference to a name, address and phone #. If a car came driving through the lot, looked at a car and nobody could get out there fast enough, you could get the license number and call them up. I don't think that's allowed anymore.
