What is the best way to get a louder horn?
the factory one sucks.

What year is your 4Runner? I have a '99 and I swapped them out using the horns from a 2001 Tundra. It gives out the nice Domestic sounding honk instead of the hideous import squeeking sound. I have an extra Tundra horn if your interested? It's plug-in-play OEM Toyota horn. Let me know if your interested.
