fan clutch going south?

At cold start (fast idle) it sucks air hard through the radiator, easily holding a piece of paper up to the grill. Once fully warm (normal idle), it barely seems to suck. If I shut it off and reach down in there, I can easily spin the fan around with no resistance.

I think so...

When cold, the oil in the fan clutch provides enough resistance to spin the fan. As the oil warms up, it loosens up and the fan shouldn't spin as fast at idle and can be spun easily by hand once turned off.

As the temp rises (somewhere above 180F, the theromstat temp) the fan clutch engages and pulls air over the radiator to keep the temperature from rising too much.
